A conspiracy of violence

Thomas Chaloner is a former spy for the Secretary of State under Charles II. When another ex-employee is found dead, Chaloner offers to investigate his killing. He is despatched to the Tower, where he discovers evidence that greed and self-interest are uppermost in men's minds regardless of who is in power.
